To upgrade and enchant any armor or weapon you need to visit a Workbench and Enchanting Station in any Party Camp.

Can I Upgrade?

Open Inventory and mouse over any item you got, if you haveboth Upgrade Requirements then you can upgrade it.

Party Camp Location

By interacting with any big purple rock around zones you can go to Party Camp.

• To find big purple rocks, open map and look for purple house icons.

Workbench/Enchanting Station

They are next to each other, a book and a box under a tent.
