There is woman ghost on top of the mount Gordo in the game called Jolene Cranley-Evans.

Location

1. Go to top of the Mount Grodo.

2. Find a location to have a good look on her. We suggest you the locations on this pictures.

Time

1. The ghost only appears in night, between 23:00 and 00:00

2. You can skip to night by going to sleep on your bed in your character's house.

3. Getting too close to the ghost may make her disappear but going back will make her reappear again. You can try and see from how close you can watch her.
