Using Blackshirt Uniform you can explore red army areas of The Vatican.
This is a area with three soldiers which you will visit at some point in story progress.
Location of it in the map is in the middle down.
Once you get there and jump down, you can see the Blackshirt Uniform on the table in front of the tent.
