Incoming... quest with 0/1 Await Your Naval Fleet description requires you to do another quest first.

Meet the Scout

Right in front of the Shrine in Pandaria, there is a tauren called Sunwalker Dezco that will give you the Meet the Scout quest.

After completing Meet the Scout, the Incoming... will get completed automatically by itself.
